Allow Projects to have Project State "Waiting"

Ability to have a project state of Waiting, for those projects where all the actions are "Waiting For". I would like to be able to separate these from my Projects that have next actions.One step further: have a preference enable/ disable that will automatically move a project to "Waiting" if all actions within it are "Waiting For".
